Joseph Stevens of Jackson was also charged with driving while intoxicated, refusing to submit to breath testing and driving while suspended, police said.
On Wednesday at 2:35 p.m., Lakehurst police were dispatched near the barber shop where an off-duty police officer was attempting to keep an intoxicated driver from pulling out of a parking spot, police said.
