Something seems to be out of the norm with the charges that have been made against Mr. Ghigliotty. I fully understand the charge of possession of marijuana but the charge of "trying to distribute it,"....is that charge meant to make the statement that the individual was attempting to sell the herb, or simply hand it out to passerbys?
