The Pipes and Drums of Barnegat Bay are hosting the Toms River Celtic Festival at the Christ Episcopal Church from 8 a.m. to 5 p.m. A Scottish clan village, bagpipe solo and band competition, a Scottish style Gaelic Mass, and Irish and Scottish vendors and food will be on-hand.
