Police Blotter: Drug, DWI Charges Issued Last Week

Arrests and charges between Sept. 25 and Sept. 30

An Essex County man faces drug charges following a traffic stop last week in Whiting, according to information released by Capt. Lisa Parker.

Richard Chinn Jr., a 21-year-old from Montclair was charged with possession of heroin with intent to distribute on Sept. 27 after being stopped near the intersection of Routes 530 and 539 in the township's eastern area. Ptl. Brian Collins arrested and charged Chinn, who police said was transported to the Ocean County Jail in Toms River.

  • On Sept. 25, 39-year-old Darlene Phonex of Manchester was charged with driving while intoxicated following a traffic stop near the intersection of Routes 571 and 70 by Ptl. Chris Cerullo. Police said that she was released pending a municipal court date.
  • That same incident yielded a disorderly persons charge for 22-year-old Shannell L. Phonex, of Lakewood, issued by Ptl. Adam Emmons. According to police, Shannell L. Phonex was released pending a municipal court date.
  • Samantha Marino, 25, of Bayville, was charged with DWI while traveling on Route 530 near Route 539 by Ptl. Brian Collins on Sept. 27. Police said that Marino was released pending a municipal court date.
  • Also on Sept. 27, 47-year-old Christopher Carrigan of Neptune was charged with DWI at the intersection of Route 571 and Tenth Avenue in the township's Pine Lake Park Section by Ptl. Peter Manco. Carrigan was released pending a municipal court date, police said. 
  • Karen Gatti, 59, of Manchester, was charged with DWI while traveling on Route 70 near mile marker 42 on Sept. 29 by Ptl. Adam Emmons Ptl. Richard Corbett. Police said Gatti was released pending a municipal court date.
  • On Sept. 30, Tyler Noeding, a 23-year-old from Jackson, was charged with providing false information to police on Madison Avenue by Ptl. Brian Volk. According to police, Noeding was transferred to the Berkeley Police Department.
