Toms River Man Indicted for Acting as Unregistered Contractor in Manchester
Indictment stems from August 2010 incident at Pemberton Street home
An Ocean County grand jury handed up an indictment to a Toms River man who allegedly tried work as a contractor without being properly registered.
James A. Osborn, 45, of Driscoll Road, Toms River, was charged with acting as an unregistered home improvement contractor between Aug. 4-10, 2010, in Manchester, where he offered to do work on a Pemberton Street home.
Osborn is in jail in lieu of $3,500 bail, according to court records.

Also indicted was:
Ronald DeFreitas, 34, of Indian Hill Road, Toms River, for stealing more than $500 in Toms River, Lakehurst, Lakewood and Howell between Jan. 8-11 by forging stolen checks on a TD Bank account.
