More Info Requested on Undersized Lot Proposal in Pine Lake Park
Application before zoning board seeks several variances for size specifications
An application to build an undersized single-family home on a size-restricted lot in Pine Lake Park was supposed to be heard at the June 28 meeting of the Manchester Zoning Board, but was carried over to the July 26 meeting at the request of the board, according to secretary Darlene Garcia.
Applicant Todd Jerman previously delayed the hearing from the March 22, April 26 and May 24 meetings. “Last night was the first time the applicant showed up,” Garcia said, “and the board requested more information on the ownership of adjacent properties.”
According to the board, Jerman is applying to build a single-family home on a lot with an area of 7,500 square feet, where 10,000 square feet is required; an improvable lot area of 2,600 square feet, where 5,800 square feet is required; a lot width of 75 feet, where 100 feet is required; and a lot frontage of 75 feet, where 100 feet is required.

Residents have previously expressed concern over the appearance of the undersized lots in Pine Lake Park, and have complained that developments have been “routinely” granted variances for houses that are larger than those in the surrounding conforming lots.
Thursday night, the board reviewed a 30-page report at the request of the Township Council, which outlines the potential development of undersized lots, the character of development and existing zoning regulations in Pine Lake Park. It also establishes guidelines for applicants and the Zoning Board review of undersized lots based on the Dallmeyer case.

According to the report — Undersized (Isolated) Lot Report for Pine Lake Park — the area currently contains a total of 449 blocks with 3,829 parcels. The majority of the blocks measure 525 feet in length and 200 feet in depth. Individual lots within these blocks have lot widths that are measured in multiples of 25 feet and are primarily 100 feet in depth. Typical single-family residential lot sizes begin at 75 feet by 100 feet, and can reach up to 150 feet by 100 feet or greater, in some cases. There are also smaller lot sizes of 50 feet by 100 feet and 25 feet by 100 feet — these lots are typically vacant, according to the report.
Out of the 3,829 lots in Pine Lake Park, about 702 remain vacant.
The Planning Board is scheduled to also discuss the Pine Lake Park report at its meeting Monday night.
