The mayors salary is high because the governing body/council approved of and passed a resolution toRead More compensate him at that rate. Its should be in the minutes somewhere and it may even be yearly in the minutes during budget reso time with all the other employee compensation rates. The mayor and council salaries cited in this article are more typically what you see in municipalities similiar to Manchester, even 20 yrs later. Civil Service generates approved salary ranges for titled positions that, civil service governed towns amend into their ordinances. I am not sure if they generate ranges for the elected official or mayors.

Still better than the Mayor Mike, People wanted to live in Manchester, now they want out.
Suzanne Rainwater April 18, 2013 at 02:10 pm
They want out because the officals only care about the seniors; at least back then they cared aboutRead More the young families that were in town; Pine Lake Park use to be a beautiful neighborhood-- why isn't the zoning officer enforcing the laws to clean it up? the residents needs to speak up louder than the seniors

@ Ms Rainwater, are you kidding about this-"the past Zoning officer(John Ross) use to getRead More things cleared up". The only thing John Ross cleared up was the complaints on his desk and placed in his file cabinets forever! That guy was lucky he had a job, he was hired by Portash for a reason....think!
John E April 5, 2013 at 08:05 pm
Very true WhitingBoy. If someone is reading the Manchester Patch site there are plenty of storiesRead More about Manchester on it, The Portash story is just a main part of Manchesters history..something like the Hindenburg disaster for Lakehurst.
Suzanne Rainwater April 18, 2013 at 02:23 pm
John E-- I respect your opinion but I lived in Pine Lake Park for over 20 years; it looks like aRead More dump now and so does Holly Oaks; John Ross was one of the Zoning Officers back then, and yes he may have been hired by Portash but at least he tried to clean the neighborhoods up and keep the Zoning Laws enforced. Not everyone hired by Portash was a criminal; and I had experience with Mr. Ross so I can attest by experience.

There was only 'ONE' truck not trucks, and only one dump load not dumps, and no filing cabinets wereRead More dumped (documents and checks just a few weeks old yes)! The load was suppose to go to the townships annex building in Whiting (corner of Manchester Blvd and Rt 530) like all the three other loads that was taken there that same day ( those loads did have filing cabinets and not dumped though)..the basement there was called the "VAULT" in the Whiting annex building. Also all township employees ( not police) were given a hour or two (depending of department worked in) off early that day, reason why..outgoing TEMP mayor Rizzolo said so and they can all attend his outgoing party at townhall that very day of the dumping. Only two non-police employees were still on duty..those two in the truck that dumped>...and one refused to do it (dump the load) but he wasn't the senior employee... the driver (was senior employee) who was related to a newspaper company in Manchester at the time and that paper company was very connected to Portash for years. What you read then and now in news print isn't all the TRUTH!!! I know the truth and what really happen!
John E March 16, 2013 at 08:37 pm
I laugh at this: "To this day, Manchester Mayor Michael Fressola keeps a chart of those whoRead More were charged and convicted in the scandal pinned to his office bulletin board." But the employee who refused to dump that load of (updated documents and checks) and reported it to his supervisors which started the case rolling...was 'fired' 14 months later for a non-related employment reason! I laugh to this day what the mayor did to that honest employee!!
John E March 16, 2013 at 10:23 pm
Really, Mr. Holzapfel started this case but didn't finish it. Mr. Holzapfel left being the OCRead More prosecutor in 1992, case started in 1990..over in 1994 (when most were sentence to prison) when Dan Carluccio was OC prosecutor.

John E March 30, 2013 at 01:08 am
I know they will never print the real truth what really happen on June 29,1990. This isn't theRead More truth: "On former Mayor Ralph Rizzolo's last business day in office, the last Friday in June 1990, police officers at their headquarters next door to the town hall noticed that municipal employees were carrying boxes of files to township trucks, the Philadelphia Inquirer reported." Reason why not the truth, there were three truck loads of documents and file cabinets, if the police followed them the first two loads went to a township building in Whiting ( all loads was by the same truck). The Inquirer report is fake. This isn't the truth: "Following in unmarked cars, the officers saw the workers dump the records at the county landfill and watched Rizzolo direct them, pointing where he wanted the papers dropped, right where sewage sludge would be sprayed on them, the Inquirer reported." Reason why, Rizzolo was the mayor still on his very last day and he threw a going away party at townhall and gave township employees one or two hours off early to attend (excluding police). Rizzolo never left townhall that day and couldn't be in the landfill directing where to dump..they have private employees for the landfill and you dump where they say and they back you up to dump. But Rizzolo did tell those two township employees in the truck to dump that last load of three loads in the OC landfill. Again a fake report by the Philadelphia Inquirer back in those days.

This was a horrible crime, taking advantage of those who were planning on spending their final yearsRead More in peace and quiet. The root cause is lack of oversight and audit. This occurs when a single party machine runs your county for an extended period of time. Some things never change in Ocean County! This could happen again anywhere in the county at any time (if it hasn't already).
knarfie March 21, 2013 at 09:02 pm
It's happenning legally with the run of the Ocean County freeloaders.

Yes, First State Bank was acquired by the former New Jersey National Bank on 12/17/1976. FSB hadRead More grown from a one office bank on Route 37 to a 12 office bank in only 11 years with assets of $169MM at the time of the NJ National acquisition. FSB was under investigation by the SEC, Comptroller of the Currency and was being sued by some of its former borrowers. I think if Bob Schmertz had lived the bank would of survived. Their new headquarters on Hooper Ave was very impressive for that time. One question, was Bob Schmertz the Chairman of the Board and who was the President of FSB? Thank you.
Michael Daubner January 12, 2013 at 02:17 am
Do you have any old FSB Annual Reports or proxy statements? I know Bob Schmertz was heavilyRead More involved in FSB, I just don't know how deep his influence ran or how much he had invested in the bank. Some say FSB was another Schmertz venture.
