Applicant pledges no new contaminants will be introduced on site, which is subject to continued remediation
A former asphalt production site has the Planning Board's blessing to be converted into a contractor storage facility after the site's representatives assured the board new contaminants will not be introduced at the site. The board unanimously approved Davies Consultants application to convert 2 acres of the 45-acre former Nicol Asphalt Company site on Route 37 East into a 16-unit contractor storage facility at a meeting Monday night. The units would by 100 feet by 50 feet at the center of the property, which has been subject to environmental remediation for years. "This is an interim user of the site that I think can be of benefit to the town," board attorney Edward Liston said of a site he previously called a "black eye to Manchester." …

A new date will be determined
The Manchester Planning Board meeting originally scheduled for Monday has been canceled. A new date for the meeting is still to be determined, according to board coordinator Marianne Borthwick. The board was expected to continue hearing an application to turn a portion of the former Nicol Asphault Company site on Route 37 into a contractor storage facility. The applicant was asked last month to present more details regarding the types of materials that can be stored at the site and a summary of the remediation progress. "We need to know more about what's going on," board attorney Edward Liston said at the time. Board asked for more details in application for development on former asphalt production site
Members of Manchester's Planning Board expressed concern that turning a former asphalt production site — where remediation is ongoing — into a contractor storage facility could further damage land that is already a "black eye" in the township. Representatives for applicant Davies Consultants came before the board Monday night to propose a plan where about 2 acres of the 45-acre former Nicol Asphalt Company site would be used for a 16-unit contractor storage facility. Manchester's Planning Board members will give a courtesy review to proposed field lighting at the Lakehurst/Manchester Soccer Association complex on Colonial Drive during its regular October meeting Monday night. Also on the agenda for the 7 p.m. meeting in the Municipal Complex courtroom are administrative approval of a proposed free-standing walkway cover at Saint Elizabeth Ann Seton Church in Whiting and a minor site plan amendment to construct fenced areas for storage at the Davies Consultants site on Route 37 east. Members of Manchester's Planning Board unanimously approved the site plan for a 519-unit apartment complex on Route 37 while stipulating that — should the township desire within five years — the developer will install sidewalks along the state highway near the project. The board last heard testimony on the Presidential Gardens LLC project during a special meeting in August, when the applicant's engineer and traffic engineer spoke. Applicant Pulte Homes said that changes are hoped to spur slow sales
Citing the need to drum up interest in home sales, representatives from a Manchester senior development this week received approval from the township's Planning Board to change landscaping and add new model homes. An attorney for Pulte Homes, owner of the River Pointe community located off of Ridgeway Boulevard, requested two amendments to the site plan at the board's regular August meeting on Monday which aim to "enhance" a visitor's first impression upon arrival.
