Mayor's office made the announcement Friday afternoon
The application for a controversial skilled nursing facility on Route 571 near the Renaissance retirement community has been withdrawn, Manchester Mayor Michael Fressola announced Friday afternoon. “I have had discussions with the applicant and expressed my concerns about the viability of the project," he said in a prepared statement. "I want to make it clear that I have not interfered with the legal process or the duties and responsibilities of the township Zoning Board of Adjustment." The application, which requires a use variance, was introduced by Manchester Rehab Realty nearly a year ago and has been met with resistance from those who live nearby. Resident asked to leave meeting after public outburst
Frustrations came to a head Thursday night as a disorderly resident was asked to leave or be removed by police during a Manchester Zoning Board of Adjustment meeting to hear the application for a proposed skilled nursing facility. Resident Dennis Junguzza approached the microphone in hopes of asking a question of sound expert Matthew Murello, president of Lewis S. Goodfriend and Associates, Consulting Engineers in Acoustics. But Harvey York, the attorney representing Manchester Rehab Realty, objected that Junguzza's inquiry was outside of the scope of the testimony the expert just gave. An expert Thursday night testified before Manchester's Zoning Board of Adjustment that the maximum sound level at a proposed skilled nursing facility would fall within township and state guidelines. Matthew Murello, president of Lewis S. Goodfriend and Associates, Consulting Engineers in Acoustics, said that the Manchester Rehab Realty facility under consideration for a construction variance 3086 Ridgeway Rd. would not exceed the nighttime residential zone standard of 50 dBA even with all its mechanical equipment running. A crowd too large for the municipal complex courtroom at the board's regular January meeting meant the adjournment of the application that month. The application for a skilled nursing facility will not be heard when Manchester's zoning board of adjustment meets on Thursday night. First introduced in June, 2011, the controversial application for a proposed $25 million Manchester Rehab Realty facility on Route 571 near the intersection of Route 70 has drawn hundreds to the board's regular meetings. Testimony in the controversial application for a skilled nursing facility is expected to continue Thursday when Manchester's Zoning Board of Adjustment meets at 7 p.m. The board has been holding its meeting at Manchester schools since the application for a $25 million Manchester Rehab Realty skilled nursing facility proposed to be built at 3086 Ridgeway Rd., which was first introduced in June, drew hundreds of residents to the zoning board meetings since July. Residents spent the majority of Thursday's zoning board meeting questioning an expert witness over the potential traffic impact a proposed skilled nursing facility along Route 571 could have on the area. Traffic engineer John Rea of Manasquan-based McDonough and Rea Associates began his testimony at the board's November meeting but was unable to field all resident questions before the meeting ended. Traffic engineer John Rea of Manasquan-based McDonough and Rea Associates began his testimony at the board's November meeting but was unable to finish before the meeting concluded.
