Zoning Board Votes in Favor of Whiting Car Wash and Retail Center

Facility planned between two churches on Route 530 in Whiting

Traffic congestion along Route 530 in Whiting — and the ability for emergency vehicles to effectively travel the roadway — was a concern with a proposed car wash and retail center that Manchester Zoning Board of Adjustment members believe will be alleviated when the county highway is widened. All board members — except for Jim Hankins — voted in favor of the plan to build a 6,000 square foot retail building and a 9,882 square foot car wash and detailing facility on the county highway between the Whiting Bible Church and the Whiting Assembly of God. Special Thursday Zoning Board Meeting Set for STS, Dunkin Donuts Application

STS and Dunkin Donuts planned for former Whiting Exxon site

To expedite its hearing process, Manchester's Zoning Board of Adjustment will hold a special meeting Thursday night to consider the application for a proposed STS Tire and Auto Center and Dunkin Donuts in Whiting.  The hearing for the Midland Park-based Whiting Realty Partners, LLC, project will begin at 7 p.m. in the township's municipal complex courtroom, said board secretary Darlene Garcia.  A use variance, as well as preliminary and final site plan approval for the proposed project, which would be constructed at the former Exxon gas station site on the corner of Routes 70 and 539, will be voted on by the board.  The applicant must pay a special meeting fee of $2,000, Garcia said. Skilled Nursing Facility Testimony on Zoning Board's Thursday Agenda

Board will meet at 7 p.m. at Manchester Township High School

The application for a skilled nursing facility is one of three cases that Manchester's Zoning Board of Adjustment will consider during its Thursday night regular meeting. Members will continue to hear expert testimony in the Manchester Rehab Realty facility proposed for 3086 Ridgeway Rd. when the board meets at 7 p.m. in the auditorium of Manchester Township High School. A variance is required for construction since the property where the applicant wants to build the facility is zoned as residential. Undersized Lot Construction Variance Application Carried to Next Zoning Board Meeting

Applicant asked board to carry the application to April's meeting

An application for the construction of a single family home on an undersized lot in Pine Lake Park has been carried to the Zoning Board of Adjustment's April meeting. The board was scheduled to hear the application of Todd Jerman, who wants to build a single family home at the corner of Wellington Avenue and Manchester Street on a lot with 75 feet of frontage and a width of 75 feet, on Thursday night. According to township ordinance, 100 feet is required for both. Through correspondance, Jerman asked that the application be carried to the board's next regular meeting on April 26. That meeting will be held at Manchester Township High School and also will feature the continued testimony in the application for a controversial skilled nursing …

Board last month denied a variance to a similar application

A month after denying a variance for construction of a home on an undersized lot in Pine Lake Park, Manchester's Zoning Board of Adjustment will hear a similar application Thursday night.  The board will hear the application of Todd Jerman, who wants to build a single family home at the corner of Wellington Avenue and Manchester Street on a lot with 75 feet of frontage and a width of 75 feet, when it meets at 7 p.m. in the municipal complex courtroom. According to township ordinance, 100 feet is required for both. Those who want to build on lots smaller than 100 by 100 feet are generally granted a variance because of the precedent set by the 1987 Dallmeyer case heard before New Jersey Superior Court. Expert: Skilled Nursing Facility Noise Would Be Within Township, State Levels

Special meeting was held Thursday night at Manchester Township High School

An expert Thursday night testified before Manchester's Zoning Board of Adjustment that the maximum sound level at a proposed skilled nursing facility would fall within township and state guidelines.  Matthew Murello, president of Lewis S. Goodfriend and Associates, Consulting Engineers in Acoustics, said that the Manchester Rehab Realty facility under consideration for a construction variance 3086 Ridgeway Rd. would not exceed the nighttime residential zone standard of 50 dBA even with all its mechanical equipment running.  "That's all the air conditioners and fans running at the nighttime hours," he said. Nursing Facility Application on Special Thursday Zoning Board Meeting Agenda

Application for skilled nursing facility is only item on agenda

A special meeting of Manchester's Zoning Board of Adjustment Thursday night will feature only the application for a skilled nursing facility.  A crowd too large for the municipal complex courtroom at the board's regular January meeting meant the adjournment of the application that month.
