Nursing Facility Application Adjourned as Crowd Exceeds Courtroom Capacity

Municipal complex could not accommodate residents

Turnout at Thursday night's zoning board meeting in Manchester's municipal complex exceeded the courtroom's 240-occupant capacity and forced the adjournment of the variance and site plan application for a skilled nursing facility until sometime in February. Though the plan was to seat the overflow from the courtroom in the building's basement civic center — where an audio account of the meeting would be broadcast — the board ultimately decided that set up would be unfair to anyone unable to witness firsthand the proceedings on the proposed $25 million Manchester Rehab Realty project on Route 571.  "It's just in fairness to everyone having the opportunity to hear testimony and see exhibits and to have participation," said board attorney …

Zoning Board Meeting Returns to Municipal Complex Amid Space Concerns

Meetings have been held at township schools to accommodate large crowds

After months of holding its meetings at township schools because of large crowds, Manchester's zoning board of adjustment will once again conduct its business at the municipal complex on Colonial Drive in January, though some are not happy with the change. The board has been holding its meeting at Manchester schools since the application for a $25 million Manchester Rehab Realty skilled nursing facility proposed to be built at 3086 Ridgeway Rd., which was first introduced in June, drew hundreds of residents to the zoning board meetings since July.The last time a meeting was scheduled at the municipal complex, it was adjourned for a month because the building could not accommodate the crowd.  Meetings have been held at Manchester Township …

Zoning Meeting to Continue Testimony for Skilled Nursing Home

Traffic expert to testify at tonight's meeting at Manchester Township High School

Testimony and questioning in the controversial Manchester Rehab Realty facility variance and site plan application will continue at 7 p.m. Thursday at Manchester Township High School, when the applicant's traffic expert is expected to appear. Though meetings are usually scheduled for the last Thursday of each month, the board had scheduled November's meeting earlier to accommodate the Thanksgiving holiday. At last month’s meeting, testimony focused on an updated site plan proposal for the nursing home facility, and was provided by Michael Thomas of Wall-based Innovative Engineering – along with his firm’s attorney Harvey York. Skilled Nursing Facility Testimony Focuses on Updated Site Plan

Expert for the applicant testified at Thursday's zoning board meeting

Testimony and questioning at Thursday's zoning board of adjustment meeting focused on the updated site plan for a controversial skilled nursing facility submitted by the applicant after objectors took issue with the original proposal.  The site plan, which was altered to have 180 beds instead of 260 and a larger buffer between the facility and adjacent property, was presented and questioned by opposition attorney Lisa John and members of the public during a meeting that ran for over three hours in Ridgeway Elementary School's multipurpose room. Last month's regular meeting was adjourned so that the applicant, Manchester Rehab Realty, could file the updated plan with the township. Skilled Nursing Facility Testimony to Continue Tonight

Zoning board will meet at Ridgeway Elementary School at 7 p.m.

Testimony in a controversial skilled nursing facility variance and site plan application is set to continue today, 7 p.m. at Ridgeway Elementary School. This will be the fifth time that the application will appear before Manchester's Zoning Board of Adjustment, as the proposed $25 million Manchester Rehab Realty facility was first introduced in June. Since then, a growing number of residents have spoken out against the application, which they fear may lower their quality of life and property values. Last month's meeting, held in the township high school auditorium, was adjourned after Lisa John, the attorney representing a group of locals opposed to the facility, argued that the site plans must be re-submitted since the applicant reduced …

In a letter addressed to township administrators, Manchester school officials expressed concern with traffic safety on Route 571 near the proposed site of a controversial skilled nursing facility and asked that they remain updated of any developments. Nursing Facility Opposition Submits Petition, Mayor Responds

Concerned residents collected 1,036 signatures which were presented to Mayor Michael Fressola

A petition signed by over 1,000 Manchester residents was presented to Mayor Michael Fressola earlier this week expressing concerns over the controversial variance and site plan application for a skilled nursing facility.  The petitioners, in a letter dated on Oct. 10 and received by the mayor's office on Oct. 11, state that Fressola "has not reached out to residents who will be impacted by the proposed nursing home." "It is particularly disheartening that you have taken the words of the applicant at face value even after it has been shown that the applicant was untruthful about the certificate of need," the letter states. New Venue Announced for September Zoning Board Meeting

Meeting will be held at the township's high school

Though originally scheduled for Ridgeway Elementary School because of the large crowd anticipated to come out to hear the application for a skilled nursing facility, the township's September zoning board meeting location has again been moved. The Sept. 22 meeting will be held in the auditorium of Manchester Township High School, 101 South Colonial Dr., at 7 p.m., said board secretary Darlene Garcia.
