Property reassessment completed for 2013, tax assessor announced
Manchester's total taxable value has decreased by more than 18 percent, or $725 million, the completed 2013 reassessment shows. The town-wide reassessment for 2013 was conducted because of the "overall decline" of the real estate market and the high number of appeals filed in 2011 and 2012. The Township Council approved the reassessment early in 2012 and appointed Manchester's tax assessor Martin Lynch to take on the extra duties rather than hire an outside contractor. "The real estate market has gone through significant changes since the last reassessment was completed in 2009," Lynch said in a statement. Spending plan required as township changes from fiscal to calendar year operation
Manchester residents will see a slight increase on their property tax bills because of a change in assessed valuations, even as the amount of tax revenue in the $16.1 million transition year 2012 budget remains flat. Introduced by the Township Council on Sept. 24 and unanimously approved Monday evening, the transition year budget includes an annualized property tax increase of $7.50 for a home assessed at $125,000, according to township CFO Diane Lapp. The property tax rate increased from .509 to .52 per $100 of assessed value because the valuation of properties in the township decreased from calendar years 2011 to 2012, Lapp said. Manchester property taxes are slated to increase in the fiscal year 2012 municipal budget, said the township's chief financial officer at last night's council meeting. The nearly $31 million budget, which was introduced on first reading Oct. 11 and thus has not yet received any comment from council, proposes a property tax increase of about $52 per year for the average home valued at $194,000, said CFO Diane Lapp. This is a tax rate increase of 2.6 cents from the $29.5 million 2011 budget, Lapp said, as a penny on the tax rate raises $407,936.
