The following is the State of the Municipality Address for Manchester as prepared by Mayor Michael Fressola: It is that time of the year and for me it’s the 14th time as your Mayor, I am fulfilling this obligation. With unbelievable nation-wide fiscal conditions our concentration this past year and a half was to focus with a "status quo" mentality. With substantial reductions in state aid and decreases in other revenues, combined with dramatic increases in almost every item of cost to the Township, the thought of achieving any substantial accomplishments appeared unattainable. To the Editor: Well it has been three months since Snooki and JWoww have started filming their fall TV show in a home in Manchester, and as far as I can tell the sky hasn’t fallen, the character of the township hasn’t changed. People have been going about their normal chores and business without being bothered; no fights, no arrests, no misconduct, no destruction of morality in Manchester. Actually what I have received is good news from the neighbors that except for a little increase in traffic very early on, everything has been quiet, and like promised they have been good neighbors. Since it was discovered last week that the MTV production "Snooki & JWoww" has arrived in Manchester, township officials have said that nothing prevents the crew from filming inside a Johnson Avenue residence. Administrators and the chief of police have said that they are aware of the situation and will monitor the area for potential issues, as well as consider complaints from neighbors. Mayor Fressola: Residents Should Help to Conserve Water

A dry winter has mayor asking residents to conserve

Manchester residents should voluntarily conserve water before summer arrives to lessen the strain on the township's water system, said Mayor Michael Fressola on the guidance of the state's environmental protection agency.  With "below normal precipitation this winter and so far this spring," stream and shallow ground water supplies are "severely stressed," Fressola said.  "The goal of the Department of Environmental Protection is to ask residents to voluntarily conserve water before the peak summer use begins," Fressola said.  According to the mayor, the DEP's water team has been holding weekly meetings to assess "supplies, demand, climate data and weather forecasts." Dear Manchester Residents, It was on March 10, 2008, I wrote a letter to our residents seeking help in getting the State Department of Health and Senior Services to allow Community Medical Center in Toms River to perform elective angioplasty procedures and ultimately full cardiac surgery. Six years ago, Community’s application to provide these services was approved by the State Boards involved, but was then rejected by the Commissioner of Health in place at that time. Community Medical Center, located here in Ocean County, is a 592 bed, fully accredited acute care hospital. It is the largest non-teaching hospital in the State, and Ocean County’s most active healthcare facility, and whose Emergency Department last year treated nearly 100,…

Community can't cooperate with Deborah, because it is part of a larger system of hospitals. Those hospitals can only cooperate with each other. I do appreciate Community, and my doctors use it, but I'll take Deborah for heart procedures. We get a big bill from Community for even the simplest procedures--our co-pay. Another year has passed and I am delighted to report to our residents regarding the past year’s services to residents by the Community Services, Inc. of Ocean County, a private nonprofit agency that provides “Meals on Wheels,” “Congregate Meals” and “Social Support Services” to the senior residents of Manchester and the County. CSI operates the senior nutrition programs located in the Ridgeway Fire Station on Route 571, and in the Community Reformed Church on Lacey Road. Five days each week, CSI provides hot nutritious meals in a congenial setting and delivers Meals on Wheels to the frail homebound elderly of Manchester Township. Fressola Elected to Another Term on NJ League of Municipalities Executive Board

Manchester's mayor is the only Ocean County representative on the organization's executive board

Manchester Mayor Michael Fressola was elected to another term on the New Jersey State League of Municipalities executive board when the group met in Atlantic City last week for its Annual Business Meeting.  Fressola, the lone Ocean County representative on the 21-member executive board, said that the League is "an unbelievable source of information for mayors." "There isn't a day that goes by that we don't get mail and email from the League," he said.  In addition to the executive board, the League has positions for president and first-through-third vice president. Manchester Mayor Michael Fressola warns to beware of scammers

To the Editor: We have recently received an alert from the Internal Revenue Service. There has been an increase in scamming activity which is referred to as “phishing." It involves either contact by telephone or by e-mail. The caller or e-mailer will claim to be an established enterprise in an attempt to scam the individual into surrendering private information that will be used for identity theft. These “phishing” scammers may claim to be working for the Internal Revenue Service. They will claim that they can help the individual file an amended tax return as an excuse to obtain personal financial information or social security numbers that can be used to steal victims’ identities or financial resources.
