The following is a response by Mayor Michael Fressola to Manchester Patch readers who left comments on his recent opinion letter outlining why Pine Lake may never be suitable for swimming. Fact No. 1 – 30 years ago people did all kinds of things they would not do today, including swimming in waters without knowing the conditions of the water. Fact No. 2 – The landfill was approved by the State in 1972 and is under the control of the State and the County and not under Township jurisdiction. Fact No. 3 – However, each and every concern was brought to the attention of the operators of the landfill by the Township. The issues they had control over were addressed. Fact No. 4 – The net dollars coming to the Township as “Host Community Benefits” …

Guidelines to restrict development on lots was shown to planning and zoning boards
An ordinance based on the township planner's report that would restrict building on undersized residential lots — an issue for some in Manchester's Pine Lake Park section — remains in development. The report, prepared by Thomas Planning Associates in May, recommends that the township adopt an ordinance limiting the size of homes that can be built on such lots based on the floor area in comparison to the lot's total square footage. It went before the township's zoning and planning boards for review, but has not yet been introduced as an ordinance by the Township Council. "We're still working on it," said Business Administrator Elena Zsoldos at the council's regular meeting this week. "There were some questions about height restriction." …

Slain officer served as police explorer before joining Lakewood force
Christopher Matlosz was one of the newest members of the Howell Police Explorer's Club in the summer of 1997. That was the beginning of a career in law enforcement that ended too soon when the Manchester resident was shot and killed in the line of duty in Lakewood at age 27. This past week Matlosz, who lived in Pine Lake Park at the time of his death in January 2011, was honored by the Howell Police Department not only for making the ultimate sacrifice during his service with the Lakewood Police Department, but also for his time with his hometown officers. Plaques honoring Matlosz will hang in the police department building. In addition, Matlosz's mother Jane Colaio was presented with a shadow box of items officers used while representing…

The 6th annual carnival is a fundraiser to help restore and repair the clubhouse
Local families helped the Pine Lake Park Clubhouse celebrate its 85th anniversary with a fundraiser carnival on Sunday, July 8. The annual event helps to pay the clubhouse's operating costs, according to the Pine Lake Park Taxpayers Improvement Association President Grace Peck. "Everything we do is a fundraiser to help preserve and repair the clubhouse," Peck said. "We always have a good turn out, around 100-150 people." The carnival had all the major elements, from cotton candy and barbecue, to a bouncy castle and games. The carnival also included live music by Rays Garage Band. Pine Lake Park did receive a lot of help from two local volunteers: Boy Scouts Troop 425 as well as a club from the Ocean County Vocational Technical School's …

Planning Board reviewed report outlining floor area ratio standard
A report prepared by the township planner recommends that Manchester introduce a new standard to limit the construction of homes on undersized lots in Pine Lake Park. The report, prepared by Thomas Planning Associates and reviewed by the Planning Board Monday night, recommends that the township adopt an ordinance limiting the size of homes that can be built on such lots based on the floor area in comparison to the lot's total square footage. "I think it is the only possibly solution to the problem that complies with municipal land use law," said board attorney Edward Liston. Those who want to build on lots smaller than 100 by 100 feet are generally granted a variance because of the precedent set by the 1987 Dallmeyer case heard before New…

Application before zoning board seeks several variances for size specifications
An application to build an undersized single-family home on a size-restricted lot in Pine Lake Park was supposed to be heard at the June 28 meeting of the Manchester Zoning Board, but was carried over to the July 26 meeting at the request of the board, according to secretary Darlene Garcia. Applicant Todd Jerman previously delayed the hearing from the March 22, April 26 and May 24 meetings. “Last night was the first time the applicant showed up,” Garcia said, “and the board requested more information on the ownership of adjacent properties.” According to the board, Jerman is applying to build a single-family home on a lot with an area of 7,500 square feet, where 10,000 square feet is required; an improvable lot area of 2,600 square feet, …

Flags last seen at full mast on Saturday, May 26
Just a day before a Memorial Day commemoration at the Grand Army Memorial in Manchester's Pine Lake Park section, police have reported that the American and POW flags displayed there have gone missing. The two flags were last at full mast on Saturday, said Capt. Lisa Parker in a statement released Sunday night. Patrolman Paul Bachovchin responded to the memorial, located on Oakdale Street, on Sunday after police received word that the flags were missing. "Unknown actor(s) cut the hoist rope and fled the scene with the two flags and rope still attached," Parker said. The exact size of the flags is unknown, though police believe they are either 3 by 5 feet or 4 by 6 feet. "A canvass of the neighborhood was conducted and no known suspect …

Services will be held in Manchester and Lakehurst on Monday, May 28
Manchester's Memorial Day parade will be held at the Grand Army Memorial in Pine Lake Park this year after township officials decided to consolidate two commemorations down to one. "As promised last year, we will endeavor to alternate the location of the celebration of Memorial Day," Mayor Michael Fressola said in a statement. The parade will assemble at 9:15 a.m. at Commonwealth and Southampton Avenues on Monday, May 28. Participants will then travel to Wellington and Oakdale Streets for 10 a.m. services, Fressola said. Last year, rather than hold two commemorations — one each for the town's east and west side — Fressola said that his Veterans Advisory Committee wanted a single parade for the entire township. In 2011, the parade was …

Applicant asked board to carry the application to April's meeting
An application for the construction of a single family home on an undersized lot in Pine Lake Park has been carried to the Zoning Board of Adjustment's April meeting. The board was scheduled to hear the application of Todd Jerman, who wants to build a single family home at the corner of Wellington Avenue and Manchester Street on a lot with 75 feet of frontage and a width of 75 feet, on Thursday night. According to township ordinance, 100 feet is required for both. Through correspondance, Jerman asked that the application be carried to the board's next regular meeting on April 26. That meeting will be held at Manchester Township High School and also will feature the continued testimony in the application for a controversial skilled nursing …
