Application for Controversial Skilled Nursing Facility Withdrawn

Mayor's office made the announcement Friday afternoon

The application for a controversial skilled nursing facility on Route 571 near the Renaissance retirement community has been withdrawn, Manchester Mayor Michael Fressola announced Friday afternoon. “I have had discussions with the applicant and expressed my concerns about the viability of the project," he said in a prepared statement. "I want to make it clear that I have not interfered with the legal process or the duties and responsibilities of the township Zoning Board of Adjustment." The application, which requires a use variance, was introduced by Manchester Rehab Realty nearly a year ago and has been met with resistance from those who live nearby.  Harvey York, the applicant's attorney, said that he sent a letter to the township …

Frustrations Boil as Nursing Facility Testimony Continues

Resident asked to leave meeting after public outburst

Frustrations came to a head Thursday night as a disorderly resident was asked to leave or be removed by police during a Manchester Zoning Board of Adjustment meeting to hear the application for a proposed skilled nursing facility. Resident Dennis Junguzza approached the microphone in hopes of asking a question of sound expert Matthew Murello, president of Lewis S. Goodfriend and Associates, Consulting Engineers in Acoustics. But Harvey York, the attorney representing Manchester Rehab Realty, objected that Junguzza's inquiry was outside of the scope of the testimony the expert just gave.  "This is the problem here," Junguzza said when board attorney Christopher Reid told him the question was improper. Junguzza then went on to call York "a …

Pat, I totally understand your frustrations with the town especially after sitting in these BOA hearings where the applicant only presents what they want and leaves out the negative, but what I have also learned from attending these hearings is how the majority of those living in the adult communities are intelligent, civic-minded, people. What you describe is exactly what Mr. York and the …   more ›

Expert: Skilled Nursing Facility Noise Would Be Within Township, State Levels

Special meeting was held Thursday night at Manchester Township High School

An expert Thursday night testified before Manchester's Zoning Board of Adjustment that the maximum sound level at a proposed skilled nursing facility would fall within township and state guidelines.  Matthew Murello, president of Lewis S. Goodfriend and Associates, Consulting Engineers in Acoustics, said that the Manchester Rehab Realty facility under consideration for a construction variance 3086 Ridgeway Rd. would not exceed the nighttime residential zone standard of 50 dBA even with all its mechanical equipment running.  "That's all the air conditioners and fans running at the nighttime hours," he said. Those components — including air handlers, a trash compactor, cooling towers and exhaust fans — would produced a projected 46 dBA at …

Nursing Facility Application on Special Thursday Zoning Board Meeting Agenda

Application for skilled nursing facility is only item on agenda

A special meeting of Manchester's Zoning Board of Adjustment Thursday night will feature only the application for a skilled nursing facility.  A crowd too large for the municipal complex courtroom at the board's regular January meeting meant the adjournment of the application that month. February's zoning board meeting did not include the application on the agenda since the special 7 p.m. meeting for March at Manchester Township High School already had been set.  A variance is required for construction since the property where the applicant wants to build the facility is zoned as residential. Since the application's introduction in June, a growing number of residents have spoken out against it, as they fear it may lower their quality of …

Nursing Facility Application Not on Zoning Board's Feb. 23 Agenda

Board will continue hearing application testimony during special meeting in March

The application for a skilled nursing facility will not be heard when Manchester's zoning board of adjustment meets on Thursday night.  First introduced in June, 2011, the controversial application for a proposed $25 million Manchester Rehab Realty facility on Route 571 near the intersection of Route 70 has drawn hundreds to the board's regular meetings. A special meeting just for the application has been set for 7 p.m. on March 8 at Manchester Township High School.  Board members will hear a variance request to build a home on an undersized lot in Pine Lake Park at the 7 p.m. meeting in the municipal complex. Realtor Lisa Duerkes asked for two variances during the January regular meeting; she was granted one thus far. Neighbors came to …

Skilled Nursing Application Testimony Continues Jan. 26

Manchester's Zoning Board of Adjustment will meet at 7 p.m. at the municipal complex on Colonial Drive

Testimony in the controversial application for a skilled nursing facility is expected to continue Thursday when Manchester's Zoning Board of Adjustment meets at 7 p.m. The board has been holding its meeting at Manchester schools since the application for a $25 million Manchester Rehab Realty skilled nursing facility proposed to be built at 3086 Ridgeway Rd., which was first introduced in June, drew hundreds of residents to the zoning board meetings since July. The last time a meeting was scheduled at the municipal complex, it was adjourned for a month because the building could not accommodate the crowd.  A school venue was not pursued because, according to the board's count, fewer than 200 residents attended the last two meetings, said …

Zoning Board Meeting Returns to Municipal Complex Amid Space Concerns

Meetings have been held at township schools to accommodate large crowds

After months of holding its meetings at township schools because of large crowds, Manchester's zoning board of adjustment will once again conduct its business at the municipal complex on Colonial Drive in January, though some are not happy with the change. Meetings have been held at Manchester Township …

Residents Question Expert Over Nursing Facility Traffic Impact

Traffic engineer John Rae took resident questions during most of Thursday's zoning board meeting

Residents spent the majority of Thursday's zoning board meeting questioning an expert witness over the potential traffic impact a proposed skilled nursing facility along Route 571 could have on the area.  Traffic engineer John Rea of Manasquan-based McDonough and Rea Associates began his testimony at the board's November meeting but was unable to field all resident questions before the meeting ended. Testimony picked up again in the proposed $25 million Manchester Rehab Realty facility application in the township high school's auditorium. Some residents questioned whether delivery trucks could cause a traffic backup within the facility's grounds, located at 3086 Ridgeway Rd., which could in turn create stalled traffic along Route 571.  "…

Zoning Meeting Sees Testimony from VP, Engineer

Healthcare vice-president and traffic engineer testify at zoning board meeting

During the three hours plus-long meeting of the zoning board of adjustment meeting on Thursday night at Manchester Township High School, testimony and questioning was presented to two witnesses on matters of the updated site plan and studies done relating to hypothetical traffic in the area of Route 70 and Route 571, should the proposed skilled nursing facility be constructed. The applicant for said facility is Manchester Rehab Realty. First, Joseph Kiernan, vice president of Ocean Healthcare Management, was questioned directly by the applicant’s counsel Harvey York to “clear up some issues” regarding the facility’s structure. Kiernan stated that the facility will have 150 employees, covering three working shifts (65 workers for the 7 a.m…

One of the best questions asked at this meeting was the one that referred to whether this facility (if and when built) can be sold. It was answered in the affirmative. Wouldn't that change all the so-called stipulations about use? And does anyone remember what Mr. York said at the last meeting? I am paraphrasing him, but he was quoted in the Asbury Park Press. He said something about that neither…   more ›
